Mayor Moccia mentioned that there have been several Resolutions during the
month of April. The Mayor has met with dept. heads to discuss putting policies
together to save energy with all municipal buildings.

A. LAND USE & BUILDING MANAGEMENT COMMITTEE
1. Authorize the Mayor, Richard A. Moccia, to execute any and
all Filming Location-License Agreements to allow applicants for film location
permits to use City of Norwalk property in connection with media production,
including video, film and still photography. This is a general authorization
based on the attached documents entitled: Location Permit Application and
License for Filming Locations. Authorized
B. RECREATION, PARKS, & CULTURAL AFFAIRS COMMITTEE
1a. Authorize the Mayor, Richard A. Moccia to enter into an
agreement with the Norwalk Exchange Club for their Annual Antique Auto Show
to be held in Taylor Farm on Sunday, April 27, 2008 from 8:00am –5:00pm with
a rain date of Sunday, May 4, 2008. Set-up to take place on Thursday, April
24, 2008 after 12:00noon with teardown no later than 12:00noon on Monday,
April 28, 2008. Estimated attendance 1,500.

1b. Approve the use of the Show Mobile for the Norwalk Exchange Club for the Annual Antique Auto Show to be held in Taylor Farm on Sunday, April 27, 2008 with a rain date of Sunday, May 4, 2008. Approved
2. Authorize the Mayor, Richard A. Moccia to enter into an agreement with the Connecticut Commission of Culture & Tourism Local Arts Agency grant to produce the Norwalk Arts Walk Brochure as well as the Norwalk Performing Arts Brochure in the amount of $12,000.00. The Norwalk Arts and Culture Advisory Commission under the Department of Recreation and Parks is applying for the grant. Authorized
3. Authorize the Mayor, Richard A. Moccia, to execute an Agreement for the collection and testing of capping material to be used in connection with the dredging project to be undertaken in the Norwalk Harbor for an amount not to exceed Fifteen thousand dollars ($15,000.00). The vendor will be selected and recommended by the Harbor Management Commission and the Corporation Counsel based on the submission of two competitive proposals. (Account# TBD) 030000-2628 Authorized
C PUBLIC WORKS COMMITTEE
1. Authorize the Mayor, Richard A. Moccia, to execute an Amendment
to the Agreement with Vanasse Hangen Brustlin, Inc., to provide the 2007-08
Pavement Engineering Services, for a sum not to exceed $150,000. Account No.
0908 4021 5777 C0021 Authorized
2. Authorize the Mayor, Richard A. Moccia, to execute an Amendment to the
Agreement with Tighe and Bond Consulting Engineering, to provide professional
engineering services, in connection with the Reed Putnam Improvement Project,
for a sum not to exceed $75,000. Account No. Redevelopment Agency Authorized
3. Authorize the Mayor, Richard A. Moccia, to execute an Agreement with Signal Service, Inc., to provide equipment, software, integration and services related to the East Avenue Traffic Signal Improvement Project, for a sum not to exceed $65,000. Account No. 0907 4120 5777 C0397 Authorized

4a. Authorize the Mayor, Richard A. Moccia, to execute any and all documents including releases and/or quit-claim deeds as may be necessary and appropriate in connection with the release and conveyance of the City's interest in such real property comprising the abandoned public street and rights of way comprising a portion of Lynes Place from Berkeley Street easterly as shown on a certain map entitled "Freeholders Map For Limited Property/Boundary Survey Abandonment Map of a Portion of Lynes Place, Norwalk, Connecticut' at a Scale of 1"=10', dated January 27,2005 and prepared by Ryan and Faulds, LLC, Land Surveyors, Wilton, Connecticut. Authorized
4b. Authorize the Mayor, Richard A. Moccia, to execute any and
all documents including releases and/or quit-claim deeds as may be necessary
and appropriate in connection with the release and conveyance of the City's
interest in such real property comprised of 871+/- square feet shown as the
Release Area on a certain map entitled Town of Norwalk Map Showing Land Released
to City of Norwalk by the State of Connecticut Department of Transportation
Berkeley Street and Maple Street, dated July 2006.

D. HEALTH, WELFARE & PUBLIC SAFETY COMMITTEE
1. Authorize the Mayor, Richard Moccia, to execute any and all agreements, documents, instruments or amendments as may be necessary to implement the student internship program with Southern Connecticut State University for 3 academic years commencing with the Spring 2008 semester. Authorized
2. Approve the proposed fee schedule for services provided by
the Norwalk Department of Health.

3. Authorize the Mayor, Richard A. Moccia, to enter into the “Frequency Reconfiguration
Agreement” on behalf of the City of Norwalk with Nextel Communications of
Mid-Atlantic Inc., a wholly owned indirect subsidiary of Sprint Nextel Corporation
for the purpose of reconfiguring the Norwalk Police Department radio system
from their existing 800MHz frequencies to the new NPSPAC band 800MHz frequencies
as mandated by the Federal Communications Commission to minimize harmful interference
to public safety radio communications systems in the 800MHz band. The costs
incurred with this relocation will be paid for by Sprint Nextel Corporation.

4. Authorize the Mayor, Richard A. Moccia, to enter into the
“Order for Products Approved by Sprint Nextel for 800MHz Reconfiguration Agreement”
on behalf of the City of Norwalk, with Motorola Inc., for the purpose of ordering
the re-banding radios, other equipment or software that Sprint Nextel has
approved in the Frequency Reconfiguration Agreement with the City of Norwalk.
The costs incurred with this order will be paid for by Sprint Nextel. Authorized
