Mayor Knopp opened the meeting at 8:10 p.m. He introduced the Girl Scouts and their leader Ms. Courtney Austin. The scouts led the assembly in reciting the Pledge of Allegiance. The National Anthem was sung and a proclamation was read proclaiming March 7th to March 13th as Girl Scout Week in Norwalk.

B. REMARKS
Mayor Knopp announced that there will be a Special Meeting of the Common Council on March 16, 2004 at 8:00p.m. for the purpose of taking up and adopting a final Budget Cap. Welcomed reporter Hal Brown back to the Council Chamber.

B. OTHER COUNCIL
Commended the Finance Dept. The auditors find that business practice and procedure is first rate. There will be a public hearing on the operating budget tomorrow night at 7:30p.m. in the Concert Hall.

VI. REPORTS: DEPARTMENTS, BOARDS AND COMMISSIONS
A. NORWALK FACILITIES CONSTRUCTION COMMISSION
1. Authorize the Mayor, Alex A. Knopp, to execute an agreement with Klewin Building Company as the Construction Manager Constructor (CMc) for the South Norwalk Library Renovation Project. Terms of the agreement are provided in attached memo dated February 27, 2004. Upon receipt of trade contractors’ bids, a Guaranteed Maximum Price (GMP) will be established which will be based on the total trade contractors’ bids, general condition costs, CM fees, CM contingency and reimbursable expenses. GMP will be submitted to the Common Council for final approval. Acct. #0900/03/046210 5777 C0153 Authorized
2. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to authorize Gilbane Building Company as the Construction Manager for the Brien McMahon High School/Center for Global Studies Project, to secure trade contractors’ contracts for construction trades as identified in attached memo dated February 27, 2004. Authorized
3. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to provide an electrical easement to CL&P as necessary under the Brien McMahon High School/Center for Global Studies Project. Authorized
4. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to provide an easement to SBC for telephone equipment/system along the perimeter of the New Police Station. Authorized

A. PUBLIC HEALTH & WELFARE COMMITTEE
1a. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to apply for and accept grant funds from the Connecticut Department of Education under the Youth Service Bureau Grant Program for 2004-2005.Authorized
1b. Authorize the Mayor,Alex A.Knopp, to execute any and all agreements, documents, instruments and amendments thereto as may be necessary to implement a Youth Service Bureau Program, pursuant to such grant funding. Authorized
2a. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to apply for and accept grant funds from the Connecticut State Department of Education and State Department of Education and State Department of Social Services under the School Readiness and Child Day Care Grant Program for 2004-2005. Authorized
2b. Authorize the Mayor, Alex A. Knopp, to execute any and all agreements, documents, instruments and amendments thereto as may be necessary to implement a School Readiness and Child Day Care Grant Program, pursuant to such grant funding. Authorized
3a. Authorize the Mayor, Alex A. Knopp, to execute any and all documents necessary to apply for an accept grant funds from the State Department of Education and the State Department of Social Services for the 2004-2005 Quality Enhancement Grant Program. Authorized
3b. Authorize the Mayor, Alex A. Knopp, to execute any and all agreements, documents, instruments and amendments thereto as may be necessary to implement the Quality Enhancement Grant Program. Authorized
B. PUBLIC WORKS COMMITTEE
1. Authorize the Mayor, Alex A. Knopp, to execute an Amendment to the Agreement with Almstead Tree and Shrub Care Company to provide Tree Removal and Trimming Services, for a sum not to exceed $25,000. Acct. # 01 40 29 5298 Authorized
2. Authorize the Mayor, Alex A. Knopp, to execute an Agreement with City Carting and Recycling, to provide Curbside Recycling Collection Services for a three-year term beginning July 1, 2004 for a sum not to exceed $837,600 per year plus a monthly incentive payment of 10% of the base contract amount for zero complaints. C. PUBLIC SAFETY & EMERGENCY PREPAREDNESS COMMITTEE
