COMMON COUNCIL ACTION

NOVEMBER 18, 2003

NORWALK, CONNECTICUT 8:00 PM DST, COUNCIL CHAMBERS

ALL COMMON COUNCIL ACTIONS TAKEN AT THIS MEETING TO APPROVE EXPENDITURES AND CONTRACTS OR TO ACCEPT BIDS AND OTHER PROPOSALS REQUIRING THE EXPENDITURE OF CITY FUNDS ARE SUBJECT TO THE AVAILABILITY OF FUNDS.

The organizational meeting of the Common Council of the City of Norwalk was held on Tuesday, November 18, 2003, in the Common Council Chambers, City Hall, 125 East Avenue, Norwalk, Connecticut. Mayor Alex Knopp announced at 8:04 p.m. that the Swearing In Ceremony would begin with the Pledge of Allegiance led by Judge John F. Kavanewsky of the Superior Court. Mayor Knopp then welcomed all to the Swearing In Ceremony and Organizational Meeting.

Mayor Knopp conducted the swearing in of the following Council Members:

Betsy H. Bain Matthew T. Miklave

Fred A. Bondi Jeanette Olmstead-Sawyer

Douglas E. Hempstead Kevin M. Poruban

Calvin J. Hilliard Douglas W. Sutton

Bruce I. Kimmel Peter A. Wien

William M. Krummel Leona Williams

Richard A. McQuaid

Mayor Knopp said that Council members Kenneth C. Baker and Michael W. Coffey were away on business and unable to attend tonight’s Council meeting.

Mayor Knopp then announced that Judge John Kavanewsky would administer the Oath of Office to the following elected officials:

Donna King City Treasurer Peter Bondi Constable James M. White Constable

Kevin Fitzgerald City Sheriff George Fludd Constable

Amy Jimenez Selectman Fred Bondi Constable

Mayor Knopp called the organizational meeting to order at 8:10p.m. and asked Ms. Roman to call the roll.

II. MAYOR

A. RESIGNATIONS AND APPOINTMENTS

    1. Appointment of Corporation Counsel
    2. Louis S. Ciccarello (D)

      14 Old Lantern Place

      Norwalk, CT 06851

      Term: 11/18/03 – 11/22/05

      Mayor Knopp stated that the Corporation Counsel for the City was a District Attorney with municipal background. He said that he is pleased to appoint Louis Ciccarello again to the position of Corporation Counsel. He noted that he was also a Former State Senator and former elected Member of the Board of Education, Board of Taxation and Chamber of Commerce. Judge John Kavanewsky then administered the Oath of Office to Mr. Ciccarello.

    3. Appointment of City Clerk
    4. Pam Stark (D)

      416 Rowayton Avenue

      Norwalk, CT 06854

      Term: 11/18/03-11/22/05

      Mayor Knopp said that Pam Stark has done an excellent job in the role of City Clerk as well as many other projects. Mayor Knopp stated that the City Clerk had been an organizer in the community events of the 350th Anniversary Celebration and the SoNo Arts Festival. He went on to state that he felt she would do a wonderful job and asked the Council Members to confirm her position as City Clerk. Judge John Kavanewsky then administered the Oath of Office to Ms. Stark.

    5. Appointment of Assistant City Clerk

Mary B. Roman (R)

1 Birchside Drive

Norwalk, CT 06854

Term: 11/18/03-11/22/05

Mayor Knopp thanked Ms. Roman for her work as an Olympic Citizen and doing behind the scenes work on many projects and non-profit organization work. Judge John Kavanewsky then administered the Oath of Office to Ms. Roman.

B. REMARKS

Mayor Knopp welcomed everyone to the meeting. Mayor Knopp said that he would like to thank the Council people that did not get re-elected or decide to run again. Mayor Knopp said that they were William Wrenn, Barbara Hudgins, Judy Rivas, and Christopher Perrone. Mayor Knopp thanked them for their services to the City.

 

IV. COUNCIL PRESIDENT

    1. GENERAL COUNCIL BUSINESS

1. Election of Council President

Mayor Knopp said that he would entertain nominations for the Council President. Mr. Krummel said that it gave him great pleasure to nominate Bruce Kimmel for President of the Common Council. Mr. Hempstead said he and Mr. McQuaid, in the spirit of cooperation, would support Mr. Kimmel as President of the Common Council. Mayor Knopp said that with no other nominations that Bruce Kimmel is elected as President of the Common Council for the coming year.

** MR. KRUMMEL MOVED TO NOMINATE BRUCE KIMMEL AS PRESDIENT OF THE COMMON COUNCIL.

** MOTION PASSED UNANIMOUSLY BY VOICE VOTE.

Mr. Kimmel thanked everyone for their support as Council President. He pointed out that a lot was accomplished last year but there was still more to be accomplished. He noted that the Council worked closely with the Mayor’s office and had a good relationship. Mr. Kimmel said that the Council President also had to work closely with the Board of Education and the Board of Estimate and Taxation. Mr. Kimmel said he would continue to work to move Norwalk forward and would like to look back at the end of office at a job well done.

2. Announcement of Majority Leader

Mr. Kimmel announced Mr. Fred Bondi as Majority Leader.

3. Announcement of Minority Leader

Mayor Knopp recognized Mr. Hempstead as Minority Leader. Mr. Hempstead responded that it has been eight years since he was on the Council but he was looking forward to working with the present Council and the Mayor.

4. Appointment of Committees

Mayor Knopp said that a proposal circulated and asked Mr. Kimmel to move the approved appointments of Committees. Mr. Kimmel asked if there was any discussion on the appointments.

** MR. KIMMEL MOVED TO APPROVE THE APPOINTMENT OF COMMITTEES AS PRESENTED IN TONIGHT’S CIRCULATED PROPOSAL

** MOTION PASSED UNANIMOUSLY BY VOICE VOTE.

5. Adopt Council Rules

Mayor Knopp asked if there was any discussion on this item. Since there was no discussion on this item, Mayor Knopp asked for the motion to adopt the Council Rules.

** MR. KIMMEL MOVED APPROVAL OF THE RULES OF THE COMMON COUNCIL ADOPTED BY THE COUNCIL IN 1985 AND AMENDED ON MARCH 12, 1996.

** MOTION PASSED UNANIMOUSLY BY VOICE VOTE.

Mayor Knopp said the next regular meeting of the Council is November 25, 2003.

IV. ADJOURNMENT

** MAYOR KNOPP MOVED TO ADJOURN THE MEETING.

** MOTION PASSED UNANIMOUSLY BY VOICE VOTE.

The meeting adjourned at 8:35 p.m.
