ATTENDING: Paul Jones, Tod Bryant, Lori Torrano, Torgny Astrom, Louis Schulman, Michael McGuire, Michael DiScala, Tanya Court, Peter Alatsas, Edward J. Musante, Jr., Michael Devine, Bruce Bienfield

Mr. Steve Cecil, principal of The Cecil Group, indicated the team has completed approximately 75% of the planning process and, as a result, will suggest elements for a successful revitalization of the greater Wall Street area. Their vision for the area indicates it should be a true downtown, in scale with and for the Norwalk community, aligned with the City’s historic past and providing a balance of uses that principally benefit the people who live and work in the area. Adequate parking is a key element of success for the area. Mr. Cecil proposed the following plan elements:

  1. Moderate density mixed-use redevelopment of the Issac Street area;
  2. Reconfigure the West/Belden intersection and create a civic space and new connections;
  3. Enhance the operations and effectiveness of the Yankee Doodle Garage;
  4. Restore the historic theatre and support Wall Street uses and businesses;
  5. (These combined actions will result in a contiguous area of mixed-use development fully supported by parking.)

  6. Redevelop the High Street lot;
  7. Expand the riverwalk and enhance open space connections, including Mill Hill;
  8. Expand and enhance the library as the Town Common and create new public parking;
  9. Provide for coordinated development of the large remaining parcels;
  10. Use the Cross Street/Route 1 improvement project to create better space, places and circulation;
  11. Promote the revitalization of the historic fabric.

Mr. Cecil indicated that the final plan will link each of the above points to specific implementation actions.

Gary Sorge, of Vollmer Associates, addressed traffic and parking considerations relative to the Greater Wall Street Area.

Mr. Cecil further indicated that he will meet with the community on May 20, 2003 at 7:30 pm to review a draft revitalization plan for the greater Wall Street area.

Mr. Cecil then opened the meeting for public comment.
