JANUARY 8, 2003
ATTENDING: Mayor Alex Knopp, NRA Chairman Paul L. Jones, Edward J. Musante, Jr., Kim Morque, Bruce Beinfield, Bruce Becker, Tod Bryant, Lori Torrano, Tanya Court, Torgny Astrom, Harry Carey, Michael McGuire, Peter Viteretto, Bob Storm

Meeting started at 8:00 am in Room 231 of Norwalk City Hall.
Norwalk Redevelopment Agency Chairman Jones welcomed everyone and the attendees
introduced themselves.
Mayor Knopp reported on the meeting of the Greater Wall Street Property Owners Group
which was held yesterday morning.
Jack Burritt, Assistant Director of the Norwalk Redevelopment Agency, reviewed the
1986 Norwalk Business District Management Plan and the 1962 Wall-Main Urban
Renewal Plan. As a result of the 1986 Business District Management Plan infrastructure
and transportation improvements were made along with changes to the City’s
zoning requirements. Mayor Knopp noted that additional infrastructure and transportation
work is underway and recommended that DPW and the Transit District attend a future
Advisory Committee meeting to report on current and future greater Wall Street Area
initiatives. Mayor Knopp also stated that both plans are being updated at the same time
in order to have an updated urban renewal plan which can act as the catalyst to implement
the 2003 vision for the Greater Wall Street area which results from this process. Mayor
Knopp also pointed out that the current Greater Wall Street study area is larger than
the area identified in either of the previous plans but noted that the selected urban design
firm/team will analyze the entire study district while focusing their efforts on the
traditional Wall Street area.
Alanna Kabel reported on the Request for Qualification (RFQ) Statement Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the Wall-Main Urban Renewal Plan. The RFQ was publicly advertised and forwarded to approximately 30 firms recommended by members of the Advisory Committee. Responses are due back to the City of Norwalk on January 10, 2003.
Lori Torrano made a motion to approve issuance of the Request for Proposals Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the 1962 Wall-Main Urban Renewal Plan. The motion was seconded by Harry Carey and passed unanimously.
Mayor Knopp moved that the following Advisory Committee members be appointed to the RFQ/RFP Interview Panel: Michael McGuire, Bruce Becker, Tod Bryant, Louis Schulman, Lori Torrano, Edmund Schmidt and Alanna Kabel. Paul Jones seconded the motion and it passed unanimously.
Alanna Kabel advised the Committee of additional developments in the Greater Wall Street Area.
Mayor Knopp, Alanna Kabel, and Tod Bryant discussed the Main Street Program.
Mayor Knopp encouraged the Advisory Committee to invite them to a Committee
meeting for a presentation about the Program which will complement the work of the
selected consultant. Members approved and staff will schedule accordingly.
