DRAFT MINUTES
FEBRUARY 5, 2003
ATTENDING: Mayor Alex Knopp, NRA Chairman Paul L. Jones, Edward J. Musante, Jr., Tod Bryant, Lori Torrano, Tanya Court, Torgny Astrom, Michael McGuire, Diana Napier, Ray Giallongo, Louis Schulman, Bob Storm,

Meeting started at 8:00 am in Room 231 of Norwalk City Hall.
Mayor Knopp welcomed everyone and the attendees introduced themselves.
NRA Chairman Paul Jones moved to accept the minutes of the January 8, 2003 meeting.
This was seconded by Ed Musante and passed unanimously.
Alanna Kabel reported on the Request for Qualification (RFQ) Statement and Request for Proposals (RFP) Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the Wall-Main Urban Renewal Plan. The City received twelve responses to the RFQ. The Interview Panel of the Wall Street Advisory Committee reviewed the responses and, as a result, invited five of the responding firms to submit an RFP. RFP responses were received from four of the five firms: BL Companies, Robert Orr & Associates, Buckhurst Fish & Jacquemart, Inc., and The Cecil Group, Inc. The Panel, working with the City’s Purchasing Agent, interviewed all four firms and, based upon criteria set forth in the RFP, rated and ranked each of the firms. The Cecil Group, Inc. ranked highest. The Interview Panel recommended hiring The Cecil Group, Inc. to prepare the plan.
Lori Torrano made a motion to approve the selection of The Cecil Group, Inc. to Update the 1986 Norwalk Business District Management Plan and to Recommend Amendments to the 1962 Wall-Main Urban Renewal Plan for a professional design services fee of $50,000 as outlined in their proposal. The motion was seconded by Tod Bryant and passed unanimously. This recommendation of the Advisory Committee will be forwarded to the Norwalk Redevelopment Agency and the Common Council for final review and approval.
Mayor Knopp appointed Alanna Kabel as the contact person for the 1986 Business District Management Plan Update portion of the study and Tim Sheehan as the contact person for the 1962 Wall-Main Urban Renewal Plan Amendments.
Alanna Kabel discussed information gathering for the consultant and also provided the Committee with an update regarding current greater Wall Street area initiatives.
Mayor Knopp, Tod Bryant and Alanna Kabel, discussed the Main Street Program.
Connecticut Main Street Program representatives have encouraged members of the
Advisory Committee to attend their March 7, 2003 application workshop and indicated
they will attend a future meeting of the Advisory Committee.
Mayor Knopp reported on the meeting of the Wall Street Property Owner’s Group which
was held yesterday morning. Members of the Property Owners Group indicated there
were two recurring problems requiring attention: trash and unavailable night time parking
in the Yankee Doodle Garage. DPW representatives will attend the next meeting to
address these concerns.
