MARCH 5, 2003

NRA Chairman Paul L. Jones called the meeting to order at 8:10 am. Bruce Beinfield moved to accept the minutes of the February 5, 2003 meeting. This was seconded by Louis Schulman and passed unanimously.

Alanna Kabel reported on Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the 1962 Wall-Main Urban Renewal Plan. Since the last Advisory Committee meeting, both the Norwalk Redevelopment Agency and the Common Council of the City of Norwalk approved hiring The Cecil Group, Inc. to prepare the plan.

Steve Cecil, principal of The Cecil Group, Inc., introduced Margarita Iglesia, Senior Urban Designer for The Cecil Group and presented his work program to the Advisory Committee. Working in collaboration with Bonz REA and Vollmer Associates, The Cecil Group will spend the first month of their work examining existing conditions and present alternatives to the Advisory Committee on April 2nd and April 3rd. The final plan, expected to be ready in mid-June, will contain a series of recommended actions, both short-term actions and long-range actions. At present, the following areas of opportunity will be examined as part of their work: parking area behind the courthouse, Yankee Doodle Garage, Issac Street, and the Wall/Main area. He also indicated their work would identify the unique qualities of the area in order to promote it effectively. Following the introduction, various members of the Advisory Committee stated their thoughts regarding the goals and objectives of the study.

Alanna Kabel presented an update of Greater Wall Street Area Initiatives. Since the last Advisory Committee meeting, Avalon Bay Communities received zoning approval to construct 312 units of housing at Riverview Plaza. Bryan Robik, developer of 57 units of condominium housing on Smith Street, has a final plan review committee meeting scheduled on April 10, 2003 and a public hearing scheduled on April 23, 2003. World Gym continues to renovate their space at 84 Wall Street and expects to open mid-April. Mayor Knopp noted that the City will be meeting with representatives from the U.S. Post Office regarding design alternatives for the proposed Belden/Wall parklet.

Alanna Kabel also noted that she and Tod Bryant will attend the Connecticut Main Street Program’s application workshop on Friday, March 7, 2003 at Northeast Utilities Auditorium in Berlin, Connecticut. They will report back to the Advisory Committee at their next meeting.

A 6:00 pm meeting on April 2, 2003 has been added and the meeting originally schedule for Wednesday, April 2, 2003 at 8:00 am in Room 231 has also been rescheduled for Thursday, April 3, 2003 as detailed below:
