DRAFT MINUTES
WALL STREET ADVISORY COMMITTEE
WALL STREET PROPERTY OWNERS GROUP
APRIL 2, 2003
7:30 pm
ATTENDING: Mayor Alex Knopp, Tod Bryant, Lori Torrano, Torgny Astrom,
Charles Bassos, Michael McGuire, Sally Kellogg, Michael DiScala, Harold Fischel
STAFF: Tim Sheehan, Munro Johnson, Ed Schmidt, Alanna Kabel
Mayor Knopp welcomed everyone to this evening’s presentation by The Cecil Group, highlighted all of the work that has been done regarding the Greater Wall Street Area since last summer’s forum and introduced Steve Cecil, principal of The Cecil Group, to present a series of alternative redevelopment scenarios for revitalization of the Greater Wall Street Area.
Mr. Cecil indicated that the vision he sees for the Wall Street Area, based upon community conversations and preliminary research, indicates the Area should be a true downtown, in scale with the Norwalk community, aligned with its historic past and providing a balance of uses that principally benefit the people who live and work within the area, in the surrounding neighborhoods and in adjacent communities. Mr. Cecil presented the following goals for the Area:
Mr. Ceil discussed the six areas that the team has identified with the greatest potential for change (Courthouse Parking, Issac Street, Wall and Main Streets, Smith Street, North Avenue, and Hoyt Street) and presented three alternative redevelopment programs for consideration. Alternative A, Site-Based Initiatives – Residential Development, shows the potential for various types of development in three clusters: Alternative B, Project-Scale Initiatives – Residential Development and Public Parking shows the potential for development in six clusters; and Alternative C, District-Scale Initiatives – Mixed Use Redevelopment, District-Scale Initiatives – Mixed Use Redevelopment, also shows the potential for development in six clusters.
Gary Sorge, of Vollmer Associates, addressed traffic and parking considerations relative to the Greater Wall Street Area.
Mr. Cecil then opened the meeting for public comment.
