APRIL 3, 2003

ATTENDING: Mayor Alex Knopp, Tod Bryant, Lori Torrano, Torgny Astrom,

Edward J. Musante, Jr., Kim Morque, Reyno A. Giallongo, Jr., Louis Schulman, Tanya Court, Harry Carey

Mayor Knopp called the meeting to order at 8:10 am. The March 5, 2003 minutes were unanimously accepted by the Committee. Steve Cecil, principal of The Cecil Group, stated that the purpose of this morning’s discussion was to review public comments received last evening and to confirm that the team’s work is headed in a direction that is positive for the community. Mr. Cecil reiterated that the vision he sees for the Wall Street Area, based upon community conversations and preliminary research, indicates the Area should be a true downtown, in scale with the Norwalk community, aligned with its historic past and providing a balance of uses that principally benefit the people who live and work within the area, in the surrounding neighborhoods and in adjacent communities.

Mr. Ceil highlighted the six areas that the team has identified with the greatest potential for change (Courthouse Parking, Issac Street, Wall and Main Streets, Smith Street, North Avenue, and Hoyt Street) and presented three alternative redevelopment programs for consideration. Alternative A, Site-Based Initiatives – Residential Development, shows the potential for various types of development in three clusters; Alternative B, Project-Scale Initiatives – Residential Development and Public Parking shows the potential for development in six clusters; and Alternative C, District-Scale Initiatives – Mixed Use Redevelopment, District-Scale Initiatives – Mixed Use Redevelopment, also shows the potential for development in six clusters. Mr. Cecil further indicated that the key to success of revitalizing the area will be to implement several initiatives at once.

The Cecil Group will attend the April 30th meeting of the Advisory Committee to discuss further defined redevelopment alternatives for the Greater Wall Street Area.

The remaining Committee business was deferred to the April 9th meeting.

Wednesday, April 9, 2003 at 8:30 am at M.F. DiScala and Company, 10 Wall Street, Norwalk. Committee members may also wish to attend the Greater Norwalk Chamber of Commerce’s Small Business Council Networking Breakfast which begins at 7:45 am at M. F. DiScala and Company.
