ATTENDING: Mayor Alex Knopp, Michael DiScala, Tod Bryant, Edward J. Musante, Jr., Kim Morque, Reyno A. Giallongo, Jr., Tanya Court, Harry Carey, Diana Napier, Bruce Beinfield

Mayor Knopp called the meeting to order at 8:40 am. The April 3, 2003 minutes were unanimously approved by the Committee.
Alanna Kabel reported on The Cecil Group’s presentation to the community last week.
Steve Cecil discussed six areas that the team has identified with the greatest potential for Change (Courthouse Parking, Issac Street, Wall and Main Streets, Smith Street, North Avenue, and Hoyt Street) and presented three alternative redevelopment programs for consideration. Alternative A, Site-Based Initiatives – Residential Development, shows the potential for various types of development in three clusters; Alternative B, Project-Scale Initiatives – Residential Development and Public Parking shows the potential for development in six clusters; and Alternative C, District-Scale Initiatives – Mixed Use Redevelopment, also shows the potential for development in six clusters. Mr. Cecil’s team will now work to further refine these and present a more defined revitalization program at the April 30th meeting of the Advisory Committee, Property Owner’s Group, and general public. Members present provided comment which will be forwarded to The
Cecil Group. Staff will also provide committee members with a copy of The Cecil
Group’s presentation package for review and additional comment. Members were asked email additional comments to Alanna Kabel.
Alanna Kabel reported on current Wall Street initiatives which include the recent leasing
of 1000 square feet of office space at 64 Wall Street by the Austin McGuire Company. The Austin McGuire Company also expects to sign another lease very shortly which will fill up the third floor of the building. World Gym expects to open their facility in May.Tod Bryant reported that he and Alanna Kabel attended the Connecticut Main Street Program application workshop on March 7, 2003. The Program encourages economic development within the context of historic preservation and encourages public-private partnerships to ensure lasting success. The Committee discussed the possibility of participating in this program as well as in forming a Greater Wall Street Business Improvement District. Representatives from communities have formed and operated Business Improvement Districts will be invited to the next Advisory Committee meeting.
Members present agreed to cancel the April 16, 2003 and April 23, 2003 meetings of the Advisory Committee. The Committee will reconvene on April 30, 2003 at 7:30 pm in Room 231 of Norwalk City Hall. The Cecil Group will also be asked to meet with the Advisory Committee on the morning of May 1, 2003.
