Meeting started at 8:00 am in Muses Café, 29 Wall Street, Norwalk

Mayor Knopp and NRA Chairman Jones welcomed everyone and the attendees

introduced themselves.

The Committee approved the Wall Street Advisory Committee Proposed 2003 Meeting Schedule as presented.

The Committee unanimously approved issuance of the Request for Qualification Statement Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the 1962 Wall-Main Urban Renewal Plan and issuance of the draft Request for Proposals Updating the 1986 Norwalk Business District Management Plan and Recommending Amendments to the1962 Wall-Main Urban Renewal Plan with the following amendments:

RFQ Selection Schedule

RFQ response date changed from January 3, 2003 to January 10, 2003;

RFQ short list decision date changed from January 10, 2003 to January 17, 20023;

RFQ Pre-Bid Conference date changed from January 15, 2003 to January 22, 2003;

RFP Responses date changed from January 24, 2003 to January 31, 2003;

RFP Interviews changed from week of January 27, 2003 to week of February 3, 2003;

RFP Decision date changed from approximately week of February 10, 2003 to approximately February 17, 2003.

Project Summary

The City of Norwalk seeks to secure the services of an urban planning Architectural/Engineering consulting firm, or team, hereinafter referred to as the Firm, to update the 1986 Norwalk Business District Management Plan and recommend amendments to the 1962Wall-Main Urban Renewal Plan.

The RFQ/RFP will be publicly advertised through the City’s Purchasing Department. Committee members will also receive an RFQ/RFP vendor list and were encouraged to advise the staff of additional vendors to receive the RFQ/RFP.

The Committee will continue discussion of the draft RFP at their January meeting.

Mayor Knopp informed the committee members to advise the staff if they wish to participate on the on the RFQ/RFP Interview Committee. Mayor Knopp and NRA Chairman Jones will review the list and designate an interview panel.

Mayor Knopp advised the committee of additional developments in the Greater Wall Street area. AvalonBay Communities, Inc. has submitted applications to the zoning board of appeals and conservation commission. Tentatively, the ZBA is scheduled to consider their proposal on January 16, 2003 and the Conservation Commission will consider it on January 28, 2003. AvalonBay’s application to the Zoning Commission is also at the preliminary review stage. A hearing date has not been set yet. The Mayor’s Office, Redevelopment Agency and Planning/Zoning Departments met with a representative from the U.S. Post Office regarding the potential relocation of the Post Office’s truck parking area which faces the corner of Belden Avenue and Wall Street to the rear of the building so that a park-like, "Welcome to Wall Street" area can be created in that space.
