Declaratory ruling: An administrative approval given for an activity that is not located in a wetland or watercourse and has no greater than a minimal impact on any wetland or watercourse.
Summary ruling: A permit given for any activity which is located within and/or has the potential to impact a wetland or watercourse.
Plenary Ruling: A permit given for an application that has been through the process of a public hearing.
