APPEALS OF THE 2007 GRAND LIST ASSESSED VALUES
TO THE BOARD OF ASSESSMENT APPEALS


Beginning March 1, 2008, the Board of Assessment Appeals will accept applications for appeal of the Tax Assessor’s final assessments of real estate and personal property placed on the 2007 Grand List. The Board of Assessment Appeals is an independent board of Norwalk taxpayers, appointed by the mayor, who are typically experienced in the field of real estate and knowledgeable of the values of property in Norwalk.

All appeals must be received or USPS postmarked by Thursday, March 20, 2008. This is a Connecticut statutory filing deadline and can under no circumstances be extended. An application must include an original signature. Therefore, it may not be submitted by fax or email.

Appeals to the Board should be based on the belief that the 100% market value, or the corresponding 70% assessed value, of the property is inaccurate. The applicant should include as much information as possible that would logically and concisely convince the Board that the value should be changed. Arguments such as “the value increased too much”, or “the tax increase is unfair”, will not be useful. Comparisons to properties that sold in the same or very similar neighborhoods during the 2003 calendar year are most helpful. Obviously, errors in the data on the property record are important to indicate. Be sure that all questions on the application are completed accurately. By state law, any application that does not include the above information can not be acted upon by the Board.

All applicants should be sure to obtain a hearing date and time when they request their application. If you are downloading an application from the web site, you should call 854-7887 or 854-7888 immediately to be assigned a hearing time. If your application is submitted without a date and time assigned by the Board, a date and time will be assign for you, and a confirmation letter will be sent at least ten days prior to your hearing. No rescheduling will be allowed unless postponed by the Board because of weather.
