Q: How is the tax rate established?
A: The property tax rate is expressed in mills, or thousandths of a dollar. A tax rate (mill rate) of 23.274 mills is equivalent to $23.27 in taxes per $1,000 of net assessed value. The City of Norwalk Board of Estimate and Taxation sets the mill rate annually in May as part of the municipal budget process. There are numerous separate taxing districts within the City of Norwalk. Mill rates for the districts are as follows: Districts 1,2,3,8 & 9 with garbage pick-up: 21.656; without garbage pick-up: 21.085. District 4 with garbage pick-up: 21.724; without garbage pick-up: 21.153. District 5: 21.153. Districts 6 & 7: 20.199. All motor vehicles are taxes at the rate of 23.274 mills (District 10).. These rates are for the 2006 Grand List.
