A. HEALTH, WELFARE & PUBLIC SAFETY

1a. Authorize the Mayor, Frank J. Esposito, to execute any and all documents necessary to apply for and accept grant funds from the State of Connecticut for the Unintentional Injury Prevention Program, for the period of July 1, 2001 through June 30, 2002. AUTHORIZATION GRANTED

1b. Authorize the Mayor, Frank J. Esposito, to execute any and all Agreements, documents, instruments or amendments thereto as may be necessary to implement the Unintentional Injury Prevention Program, pursuant to the above State of Connecticut grant funding. AUTHORIZATION GRANTED

2a. Authorize the Mayor, Frank J. Esposito, to execute any and all documents necessary to apply for and accept grant funds from the United States Department of Justice, Bureau of Justice Assistance under the Local Law Enforcement Block Grant Program, for an amount not to exceed $64,834.00. AUTH. GRANTED

2b. Authorize the Mayor, Frank J. Esposito, to execute any and all Agreements, documents, instruments or amendments thereto as may be necessary to implement the Local Law Enforcement Block Grant Program, pursuant to the above United States Department of Justice funding. AUTHORIZATION GRANTED

B. PUBLIC WORKS

1a. Authorize the Mayor, Frank J. Esposito, to execute an Agreement with Sound Construction Company for Project No. 102-271, Proposed Railroad Crossing Improvements on Science Road, for an amount not to exceed $112,920.00.

1b. Authorize the Director of Public Works to issue Change Orders on Contract to Sound Construction Company for Project No. 102-271, Proposed Railroad Crossing Improvements on Science Road, for an amount not to exceed $11,292.00.

C. PLANNING

1a. Approve the acquisition of a parcel of land containing approximately 6.682 acres from the State of Connecticut at a cost not to exceed $1,000.00. Said parcel of land is more particularly bounded and described on a map entitled: "Property Survey Showing Parcel to be Acquired From State of Connecticut Department of Transportation, By: City of Norwalk, Ann Street, South Norwalk, Connecticut," Scale: 1" = 50’, Dated: march 21, 2000, Prepared by: Milone and MacBroom, Inc.

1b. Authorize the Mayor, Frank J. Esposito, to execute any and all documents or instruments necessary to acquire the above-mentioned property from the State of Connecticut Department of Transportation and to take any and all other action necessary or desirable in order to effectuate the conveyance. AUTH. GRANTED

1c. Authorize the Mayor, Frank J. Esposito, to execute the Third Supplemental Agreement between the State of Connecticut, Department of Transportation, and the City of Norwalk, Agreement 7.25-01 (00), Rail File No. (102) 7001-MISC-546 following the completion of the acquisition of the South Norwalk Railyards Parcel, identified in 1a above. AUTHORIZATION GRANTED

2a. Approve the attached Resolution concerning the City’s application to the State of Connecticut Department of Economic and Community Development for financial assistance in conjunction with the Reed Putnam Urban Renewal Project, in an amount not to exceed $10,000,000.00. APPROVED

(Prior to vote, City Clerk must read the Resolution into the record.)

2b. Authorize the Mayor, Frank J. Esposito, to execute any and all documents necessary to apply for and accept financial assistance from the State of Connecticut Department of Economic and Community Development for the Reed Putnam Urban Renewal Project, in an amount not to exceed $10,000,00.00.

2c. Authorize the Mayor, Frank J. Esposito, to execute any and all Agreements, documents, instruments and amendments thereto, including an Assistance Agreement with the State, as may be necessary to implement Reed Putnam Urban Renewal Project, pursuant to the above State of Connecticut Department of Economic and Community Development funding assistance program under Section 4-66c of the Connecticut General Statutes. AUTHOR. GRANTED

3. Authorize the Mayor, Frank J. Esposito, to execute a third Amendment to the City’s Agreement with Allan Davis Associates, a division of Tighe & Bond, Inc. for traffic and parking consulting services in conjunction with the Reed Putnam Urban Renewal Project. Said Amendment will provide for the preliminary and final roadway improvements design services, in an amount not to exceed $651,700.00 plus reimbursable expenses not to exceed $15,000.00.
