SOLID WASTE TRANSFER STATION RULES AND REGULATIONS CONCERNING COLLECTION,
TRANSPORTATION AND DISPOSAL OF SOLID WASTE.

The Director of Public Works shall be the licensing and registration authority for all solid waste collectors, vehicles and refuse containers operating within the City.
94-4.3 LICENSE AND REGISTRATION - APPLICATIONS AND RENEWALS
Applications for licenses, renewals of licenses and vehicle and/or refuse container registration shall be submitted in writing to the Director of Public Works.
Each application shall be accompanied by the deposit of the license fee, and/or registration fee.
All non-commercial vehicles shall not pay a tipping fee for disposing of mixed solid waste, bulky waste and yard waste unless they exceed the three (3) ton limit set forth in Section 94-4.11.94-4.4 LICENSE AND REGISTRATION FEES:
The annual license and registration fee rate from July 1 to June 30 of any given year or part thereof shall be as follows:
License Fee for Collection, Removal and Transportation of Solid Waste Regardless of Waste Type:
License fees shall be in accordance with the
tare weight of the vehicle measured at the
Solid Waste Transfer Station Weighing Facility
and shall be certified by the Weighmaster to
the Director. Fee shall be based on the largest vehicle registered.
LESS THAN 12,000 lbs. $ 125
GREATER THAN 12,000 lbs. $ 500
Registration Fee for Vehicles and/or Containers
Engaged in Collection, Removal, and Transportation
Of Solid Waste regardless of waste type:
Registration fees shall be in accordance with the
tare weight of the vehicle measured at the
Solid Waste Transfer Station Weighing Facility and
Shall be certified by the Weighmaster to the Director.

Account: To establish an account with the City of Norwalk for the monthly payment of expenses a Surety Bond or Certified Check is required for Mixed Solid Waste and Bulky Solid Waste/Landscaping Licenses. The Surety Bond Schedule shall be set by the Director.

94-4.8 DISPOSAL FEES (As Amended May, 1999 by Norwalk Common Council)
The following rates shall apply to all vehicles disposing of waste including licensed solid waste collectors, commerical vehicles, residential permit holders above their three (3) ton limit and non-profit agencies other than the City of Norwalk, Clean & Green and residential vehicles.

94-4.11 OPERATION OF THE SOLID WASTE TRANSFER STATION
Non-commercial pickup trucks, vans and cars with trailers shall be directed across the Weighmaster's scale and weighed. They shall be allowed to annually (fiscal year) dispose of three (3) tons of mixed solid waste and bulky solid waste at the Norwalk Transfer Station with no charge. In the event that any single vehicle shall deposit additional tonnage over the three (3) tons allotted, that vehicle shall be required to pay the tipping fees. The user in question may appeal to the Director in writing. The City reserves the right to interview the person and inspect the property requesting non-commercial status. The Director shall within fifteen (15) days of such written appeal hear and decide the matter. If determined, by the Director, to be a solid waste and/or bulky solid hauler that vehicle shall be permitted and licensed. Only with sole permission of the Director shall the user be allowed to resume tipping as a non-commercial vehicle.
