Major Active Development Projects Pending in 2016

New outpatient addition at Norwalk Hospital

The following is a brief update on the numerous projects recently approved
or currently underway throughout the city.
RED text indicates developments with active construction


Brightview Assisted Living: 162 New Canaan Ave - New 90 unit congregate housing facility at site of former Quartette Club.  Construction complete..

Silvermine Tavern: 192, 193. 194 Perry Ave/1 River Rd:  Silvermine Tavern Village District construct new barn, add 4 new units cluster housing, rehabilitate Silvermine Tavern buildings, convert mill buildings to single family residence with guest house, reconfigure existing parking lot and add valet parking.  Currently under construction.

Chestnut Hill Road:  329-335 Chestnut Hill Road – 9 unit conservation development approved in 2012.  No permits issued for construction.

1 Glover Avenue:  Merritt River Partners – Glover Ave site adjacent to Merritt Parkway - New 132 unit Commercial PRD approved in 2014. Construction complete.

Silvermine Homes: 241 & 249 Silvermine Avenue – 4 lot subdivision approved in 2011. Construction underway.

St. George Greek Church: Bayne Street - 21,000 sf community center approved in 2007. Construction underway.

White Barn Theater: Special Properties III, LLC – 78 Cranbury Road/440 Newtown Ave – 15 unit conservation development – Approved; no permits issued for construction
Burger King: 380 Main Avenue – New restaurant use at existing shopping center; Currently under construction.
A. J. Penna - 2 Muller Ave: Proposed amendment pending to permit contractors storage yards on parcels of 2 acres or more that abut a limited access highway as a principal use in Business #2 zone - Approved; no permits issued for construction.
Grist Mill Village: 150-174 Glover Ave – 710 unit Commercial Planned Residential development (3 separate sites) – Approved January 2016; appeal of decision settled March 2016
A. J. Penna & Son: 2 Muller Ave: Contractors storage yard.  Approved Feb 2016; no permits issued for construction
Merritt 7 Train Station: Plan to upgrade station on Danbury Line RR under design by ConnDOT


8 & 11 Willard Road: Swim Seventy LLC – Aquatic facility in existing bldg with 116 space parking lot across street. Aquatic center construction complete; parking lot under construction.

391 Westport Ave: Gas station & mini mart at NE corner of Strawberry Hill Av in existing former gas/service station – Construction complete.


587 Connecticut Ave:  New mixed use development with 98,576 sq ft self storage facility and 4 story 50 unit multifamily building approved in November 2014.  Currently under construction.

Chick-Fil-A467 Connecticut Ave/Rampart Road – New restaurant and 10,000 sf retail store. Approved; no permits issued for construction.
71-75 Connecticut Ave:  New 22,400 sq ft medical office building – Approved by Commission August 2015; no permits issued for construction.
RAP II, LLC: 123 Richards Ave – 72 unit congregate housing/assisted living – Currently under construction.
224 Connecticut Ave: Gas station & mini mart at existing gas station – Approved by Commission May 2015; no permits issued for construction.
104 Connecticut Ave: Replacement gas station & mini mart at existing gas station – Approved by Commission August 2015; permits issued for construction.
3 Color, LLC: West Cedar Street – Mixed use development with 8 residential units, 796 sf office & 2,571 sf vehicle storage – Application withdrawn; cease and desist issued for contractor's storage yard

Former TransLux: 110 Richards Av – 13,000 sq ft office addition to former TransLux building approved in 2007; extension of time granted until April 2016.

Starbucks: 500 Connecticut Ave - New free-standing building at Darinor Shopping Plaza and addition of sidewalk along CT. Ave by Wendy’s.  Currently under construction; nearly complete

Oak Hills Park: Fillow Street – Master Plan approved by Planning & Zoning Commissions July 2014

Highpointe West: 74-88 Main St; 6-8 North Av; 37-45 High St: 285,458 sf mixed use development w ith 212 dwelling units and 14,250 sf retail – Approved by Commission February 2016; no permits issued for construction.
Highpointe East: 42-48 High Street: 91,174 sf mixed use development with 66 dwelling units and 4,320 sf retail – Approved by Commission February 2016; no permits issued for construction.

Norwalk Inn & Conference Center93 & 99 East Avenue – Third floor 37 room addition to existing hotel and historic rehabilitation/conversion of former rooming house to 11 hotel rooms with kitchens; modified plans to add new 3 story addition with indoor pool/fitness club at rear.  Rehab of 93 East Av complete; Currently under construction on rear addition and elevator for third story.

Waypointe: 515 West Ave/Orchard St/Merwin Sts – New mixed use developments for Midblock & North block approved in 2011. Construction underway on all Blocks except 25 Butler St. parcel; conditional CZC issued for some Midblock units and tenants; individual tenant permits issued for several midblock restaurants  Waypointe - MidBlock_thumb.jpg
  • Midblock 494,578 sq ft mixed use development with 362 multifamily units, 38,431 sf retail, 11,550 sf restaurant & 850 space parking garage with 4 offsite units at 33 Orchard St. Tenants include Sedona Taphouse, JC Salons, Chase Bank,.Colony Grill and Barcelona. Construction complete.
  • North Block 145,951 sf mixed use development with 98 units, 3,815 sf retail & restaurant. Construction complete
  • East Block:  26-36 Orchard St/2 Quincy St – Quincy Lofts new 6 story, 69 unit multifamily building with 87 space parking lot.  Currently under construction.
  • 25 Butler St: Relocate 8,600 sf historic building from 3 Quincy St for reuse as office. Approved by Commission April 2015; no permits issued for construction.
  • South Block: 467 West Ave/17 Butler (2 parcels) - 138,630 sf mixed use development with 54,250 sf retail, 3,229 sf restaurant, 11,441 sf gym, 620 seat iPic theater & expanded pkg garage. Approved Sept 2014; modified applications approved to add 80 residential dwelling units and 16 lane bowling alley and new application to replace Gap bldg with new 6 story bldg 76 multifamily units & 16,820 sf retail: Approved April 2016; no permits issued for construction
  • West Block: The Berkeley 500 & 520 West Ave (2 parcels) - 6 story, 177,302 sf mixed use development w/ 4,932 sf restaurant, 6,943 sf medical office, 129 units; adjacent Frost Bldg to remain.  Approved October 2014; currently under construction.

Norwalk Hospital: 34 Maple Street - New 96,700 sq ft outpatient & private physician addition with relocated helicopter landing site approved in February 2012.  Currently under construction.


AMEC Carting: 1 Crescent St – Modification to existing transfer station to add tonnage, open to public & other changes.  Permits issued for construction of site improvements

Wall Street Place (POKO): Wall & Isaacs Sts: Mixed use development at former Isaacs St municipal parking lot. Phase I plans for 101 multifamily residential units, 16,800 sf of retail & restaurant space; approved in 2008. Project will include first fully automated 213 sp parking garage and 100 sp of public parking.  Currently under construction.

Head of Harbor: (DiScala) East Wall/High Street - New mixed use development with 5,000 sf office space and 60 residential units.  Currently under construction.

11 Belden Ave/Mott Ave:  69 unit multifamily development – Approved April 2016; under appeal.
 17 Park Street:  Convert veterinary office to childcare center. Zoning permit issued, site work underway.
 94 East Avenue: Add 5 residential units to existing office. Approved March 2016


Oysterbend Marina: Platt St/South Smith Street – 36 unit residential development with marina approved in 1990's.  18 units built; still working on environmental issues.


The SoNo Collection/District 95/7: 63 West Ave/1 Putnam Ave/Pine Street Ext - Proposed 1,097,572 sf  mixed use retail shopping center development adjacent to I-95 with 660,410 sf retail, 44,391 sf restaurant, 13 story 152 room hotel and 3024 space parking garage (2 parcels). LDA approved by Common Council and Redevelopment Agency October 2015. Approved by Zoning Commission June 2016.


99 Washington St: TR SoNo Partners –5 story, 66 unit multifamily development with restaurant & office in adjacent historic building and 154 space valet, tandem, compact & stacked parking garage.  Currently under construction.

United Parcel Service: 254 Martin Luther King Jr. Dr – 187 space off-site parking lot – Application approved April 2016; no permits issued for construction.

The Avrick: 14 & 16 North Main St – Construction underway on new mixed use development with restaurant, retail, office and 8 units.  Construction complete; zoning permit issued for first floor restaurant use.

Washington Village/13-20 Day St:  Trinity Financial & Norwalk Housing Authority - New 273 unit multifamily development in a Transit Oriented Development area (3 separate parcels). Approved February 2014; no permits issued for construction. Extension of time approved until February 2017

Maritime Village: 19 Day St/Raymond St – New 5 story, 76 unit multifamily development with 6,000 sf office (existing building) in a TOD area – Approved October 2014; revised to reduce to one lot and 57 units April 2016; no permits issued for construction
11 Chestnut St: New mixed use development at former LeRoy Shirt Factory with 17 units and 11,000 sf office space in restored factory building.  No permits issued for construction. Extension of time approved until Sept 2016

SoNo Hotel: 43-47 South Main St – 8 story 102 room extended stay hotel and 106 sp indoor valet parking approved in 2009; modified in April 2016. Council approved modifications to Urban Renewal Plan. Modified to reduce # of rooms and provide additional onsite parking Approved April 2016. No permits issued for construction.

140 Water Street: Expansion of office space approved by Commission.  No permits issued for construction

25-29 Bouton Street: New 12 unit multifamily development approved in 2009.  No permits issued for construction; extension of time granted.

South Norwalk Electric:  Bates Ct - Replacement power plant for South Norwalk Electric Works approved in 2004; Siting Council granted Petition #663 extension of time. No permits issued for construction.

Skyzone Trampoline Park: 360 Dr. MLK Jr. Dr. – 39,000 sq ft commercial recreation facility in an existing building – Construction complete

AMEC Holdings: 7-15 Olean St/10-12 Lubrano Pl/26 Hemlock Pl/San Vincenzo Pl/57 Chestnut/24 Belle - Proposed amendment to allow solid waste truck storage and repair facilities/aggregate storage by SP in Industrial #1 zones and special permit for new offsite solid waste truck storage/repair facility - Application denied.
Odd Properties: 89 Day Street – Contractor’s storage yard – Approved May 2016; no permits issued for construction
F & G Construction: 46 Meadow Street - 20,000 sf contractor’s storage yard – Application pending
Seaman: 149 Woodward Avenue – Contractor’s storage yard – Application pending


Grove Ely: 71-77 Rowayton Ave - New 8 unit multifamily development approved in 2013. Construction complete.

Rowayton Elementary School: 1 Roton Avenue – Construction of gym and additional classrooms approved in 2013.Construction completed.

Soybel Building: 159-165 Rowayton Avenue – Plans to rehabilitate existing building Approved as minor change.

Rowayton Community Center: 33 Highland Ave– Plans for driveway, circulation & parking improvements approved awaiting storm sewer connection approval & ConnDOT permit
