Code Red Program
The CodeRed service allows authorized civic leaders to create and rapidly disseminate time-sensitive messages to every telephone number stored in the notification database. With the Notify Norwalk service, authorized users can send thousands of messages in minutes. Only authorized officials are allowed access to the system.
While we will use the system for emergencies, the City may also use the system for community notifications that may impact a number of residents.

One in four U.S. homes is now cellphone-only, according to figures for the second half of 2009. A further 14.9% of homes receive all or almost all calls on mobiles, despite having a landline, meaning that 89 million U.S. adults (nearly two in five) are now cell-only or "cell-mostly."
The Office of Emergency Management urges all residents to register additional phone numbers and email addresses on our Notify Norwalk System. This will allow the city to contact residents by multiple means even after the loss of electricity. Registering the additional phone numbers allows residents to learn of emergencies affecting their home and family even when traveling or at work. This important feature is critical to receive updates especially if you are advised to evacuate. Family members can be notified when emergencies affect a parent's or loved one's home.
To add your contact information to the Notify Norwalk database, please visit CodeRed, a community notification enrollment service provided by the Emergency Communications Network (ECN).
The City's Code Red/Emergency Alert system is different than the system used by the Norwalk Public Schools to notify residents of cancellations and delays. If you do not want to receive those notifications, please contact the Central office and ask to be removed from 'school messenger'.
To remove your contact information from the system.
Send an email to with the subject: Code Red Opt-out.
- To stop receiving calls: include your name and phone number
- To stop receiving text alerts: include your cell phone number
- To stop receiving e-mails: include your e-mail address
Please note: The database will be updated as soon as we can, however please understand that if we're responding to a large event, there may be a slight delay making these changes.

What the "Emergency Alert" Color Means
||When the "Emergency Alert" light is dulled or brown, no emergency conditions exist in the City at this time.
||When the "Emergency Alert" light is flashing red, or is a solid red, an emergency condition exists in the City.
