MEETING MINUTES

PRESENT: Avon, Berlin, Bethel, Capitol, CCSU, CSP, Enfield, Farmington, Granby,Manchester, Middletown, New Canaan

Meeting called to order at 9:45 am.

Treasurer’s Report: presented by D.C. Bouchard

Current balance is $690.65. Only activity from prior report was a $4.00 service charge.

Secretary’s Report:

Minutes of last meting accepted w/o change.

Old Business:

State Accreditation:

    1. The bill regarding the State Accreditation process has moved out of the committee and is now on the floor of the legislature for action.
    2. Chief Whalen is to send out a facsimile or e-mail to all participating agencies informing them of the status on the process.
    3. Torrington ready for assessment, discussion on whether existing committee should conduct an on-site and forward final report to existing commission or wait for further action on the bill.
    4. Discussion on status of the four original beta sites towards their re-accreditation for Tier 1 as well as their status with Tiers 2 and 3.

On-Sites:

    1. Enfield Police re-accreditation onsite April 21 – 25, 2001. Public hearing will be April 25th at 19:00 in the Town Hall Council Chambers. Capt. Watkins to represent CONNPAC as all officers are scheduled to conduct on-sites out of state.
    2. Glastonbury Police re-accreditation onsite April 28 – May 2, 2001. Public hearing on April 30th, time(TBA).

New Business:

    1. Change Order for 4th edition.
    2. New Standards:
      1. 1.2.9 (M) – Bias Profiling
      2. 22.2.10 (O) – Employee Assistance
      3. 35.1.15 (O/M) – Early Warning System
    3. Greensboro Conference:
      1. COPS presented good training on line-of-duty death policies/practices.
      2. Manchester PD’s conditions were removed – nice work.
    4. Meeting Dates:
      1. May 09, 2001 at 11:00 at Manchester PD Community Room
      2. June13, 2001 at 09:30 at Middletown PD
      3. Reminder NO MEETINGS for July/August, September site will be selected at Middletown.

5. Police Day: May 16th at State Capitol. CONNPAC to have a table with personnel to explain process.

Next meeting scheduled for May 9, 2001 at 11:00am at Manchester Police Department.

I-91 to I-84 East Bound

I-84 east to exit 60, take a right at the bottom of the exit, heading eastbound.

Get in the left turn lane; dogleg onto West Middle Turnpike, in front of Cheney Tech High School. Bear Right at next 2 traffic lights.

Continue eastbound on Middle Turnpike approximately 5 miles.

MPD will be on the left beyond Manchester High School (right side) and Illing Middle School (left side, next door)
