TOPICS DISCUSSED
- Survey : Sgt. Charette of the Granby P.D. asked for the PAC’s
help in filling out a survey dealing with Accreditation that he is doing for his Master’s
Degree. A support letter was sent by PAC
President, Lt. Cliff Scharf to Sgt. Charette.
- Wilton P.D.
will share with the PAC IACP directives they used to formulate their policies for State
Accreditation at a future PAC meeting.
- 2010 CALEA Conference – Lt. Scharf PAC President was contacted by Karen Staples,
National Sales Manager for the Hartford Convention Bureau to see if she could make a
presentation to the PAC in June regarding their support for a 2010 CALEA conference to be
held in Hartford, CT. She mentioned that initial support would come from the Hartford
P.D., CSP and the PAC. After discussion by the
PAC it was decided to send the CPCA a letter asking for Chiefs to attend the June PAC
meeting to hear the presentation by Karen and see if they were interested in giving
support for the conference. It was further
discussed that it would be helpful if a representative from the Hartford P.D. could be at
the meeting to discuss their support of this conference.
It was mentioned by Ted Lemay that Jacksonville, Florida would have some good
information on preparing a package for a CALEA Conference as they did it in less than a
year. There was also discussion on developing
a relationship with the Casino’s in order to provide some busses possibly for a Host
Night to be held at Mohegan Sun or Foxwoods.
- Speaker: - The May Meeting will be held in Farmington at
10:00 am and there will be a speaker at 10:00 am. The
speaker is Attorney Rush from the Judicial Marshal’s office and he will speak on Risk
Management.
- Training -
Immediately following the speaker the PAC discussed breaking into groups and beginning to
dissect the Tier I standards in order to reference any standards in the Tier II or Tier
III that might correlate to a standard in Tier I. This
would be helpful to agencies writing policies to conform to State and CALEA standards. When this process is completed the PAC could
then again break into groups and begin a cross reference of State and Calea Standards.
- Upcoming Mock Onsites or State and Calea Onsites: Bethel P.D. requested assistance from the PAC for a Mock
Onsite, Linda C. will follow up with Ofc. Burns. CSP
will have a CALEA onsite starting on April 14, 2007. The
public call in will be on April 16, 2007 from 1-5 pm at (866) 405-9733.
- Formulating Policies for Accreditation - Chief Palmer discussed agencies possibly organizing their
policies by responsibility rather than a numbering system since the State and National
Accreditation Standards are ever-changing. He also mentioned he has a State ISSR with a
link to the State Standards he uses if anyone is interested.
- Accreditation Manager Training - Ted LeMay discussed setting up State Accreditation Manager
training prior to July or in September that would consist of about 4 hours.
- CALEA Assessor Onsites - Linda Carlin discussed her CALEA onsite in Beaufort, SC and
mentioned Lt. Fowler from Branford will be attending a CALEA onsite in Lansing, Illinois
during April 14- 18, 2007.
- SRIC Revisions by CALEA – Linda Carlin mentioned that there were several revisions
made by the SRIC at the Greensboro Conference and CALEA is looking for comments by
agencies prior to May 18, 2007. Agencies can
respond individually but the PAC will also respond collectively on these revisions. Please log onto the Calea website at www.calea.org and review the revisions made to 5.1
Guiding Principle (wording change) 25.1.3 (changed from optional standard for A & B
size agencies to Mandatory), 42.1.6 (changed from an if standard to a written directive
required), and 52.1.5 (changed from optional for all sized agencies to mandatory for all
sized agencies) and have your comments ready for the PAC meeting on May 2. There is also a Regional Pac meeting scheduled for
May 18, 2007, location TBA. It was mentioned
that the Regional PAC could also possible send a collective comment to the CALEA revisions
as well.

the Farmington P.D. Lunch will be available. Please

NOTE: The
June meeting is scheduled for June 13th at 10:00 am at the Legislative Office Building
in Hartford. Karen Staples, National Sales Manager for the Hartford Visitor’s
Convention will give a presentation to the PAC for a 2010 CALEA conference to be held in
Hartford, CT.
