MEETING MINUTES

PRESENT: Avon, Berlin, Bethel, Capitol, CSP, Enfield, Farmington, Granby, Manchester,  Norwalk,  UCONN

Meeting called to order at 9:35 am.

Treasurer’s Report
$705 balance (minus bank fees) in treasury.

Secretary’s Report
Minutes of previous meeting accepted as submitted

Old Business
State Accreditation: Chief Whalen reported on status of program. Testimony given to Public Safety Committee on program and support for Bill 6644 for POST to oversee program. Judicial and Finance Committee pending. If approved, would take effect and by Jan 2002, program would be in place.

Elections: Motion made, seconded and carried for present officers to continue in their current capacity.

New Business

Standards Discussion from CALEA conference.

1.3.2       Use of Force - Calea adopted change supported by PAC
81.2.2    Single Telephone Number - CALEA kept standard intact.
11.4.3    Periodic Reporting system - CALEA Readopted standard effective immediately.
22.2.10    (NEW) Employee Assistance Program Standard - Proposed formal program with bullets. PAC felt it was redundant, too specific and already covered by other standards. Oppose adoption.
35.1.15    (NEW) Employee Review (Problem Identification) - Proposed standard. PAC felt too specific with bullets, redundant and already covered by other standards. Oppose adoption.
1.2.9    (NEW) Racial Profiling. PAC supports Comm. Sullivan version with the addition of a conditional statement. (In the absence of controlling legislation) be added.

MOCK ONSITES: Due to problems experienced, the issue of Mock Onsites was discussed by Officers and with PAC members. PAC to prepare guidelines which will be distributed to all members.  Mocks will continue to be done, and stressed that they are ADVISORY ONLY. Mock is to be used to only assist and offer guidance. Due to ongoing changes within the program and conflicting instructions, specific program questions etc will be directed to individual program managers at CALEA. PAC will not offer specific advice, nor will mock assessors offer specific program advice. This should help to avoid conflicts, misunderstandings, etc..  All mocks will be coordinated through PAC and a point representative will be designated for the mock.  No formal report will be issued. Individual notes left will speak for themselves. Individual agencies should then decide whether names of mock assessors will be provided to on site team.
