MEETING MINUTES

Meeting called to order at 0930
Treasurers Report: $922.65 Balance in Treasury - Annual dues now being submitted.
Secretarys Report: Minutes accepted as written
Mock On Sites
Farmington: Mock was conducted following January meeting. About half of the files were reviewed. Deputy Chief Bouchard has reviewed additional files since that time.New Canaan requesting mock in April. However, due to the Fairfield County, meeting will not be scheduled for New Canaan, and instead a traditional mock will be planned.
Berlin is requesting an August mock, in preparation for a December on-site.
It was suggested that for future mocks, including those held following a meeting, a team leader be identified to coordinate the process. This would provide better control, and untrained individuals could be assigned to work with experienced assessors to learn the process.
State Accreditation
Chief Whalen reported that the Byrne Gran proposal will be reviewed on February 13th. It is a four year proposal, providing $125,000 each year to fund the program, executive director and partime clerical staff person. The program would be run under POST.Department On-Site Reports
UCONN: UCONN reported on their December onsite. Assessors requested and required ISSR information for standards in which outside agencies provided services, such as State Police, etc... Based upon this fact, several standards were listed as Applied Discretion.Misc: It was brought up that final reports on department on-sites are now including whether or not the individuals conducting the mock are CALEA trained.
CALEA Conference Orlando: Deputy Chief Bouchard will bring up issue of ISSR's requested from agencies providing support services. Anyone with other issues for the Orlando conference should either email them to DC Bouchard, or bring to March meeting.
Standards Discussion: Suggested that compliance with new standard regarding Critical Incident Management can be addressed using POST training being conducted.
Noted that although State mandate for Racial Profiling Statistics ended December 31st, Accredited agencies need to continue the process or a similar process to comply with CALEA standards. Agencies reminded that CALEA standard also applies to Asset Forfeiture, and field interviews as well.
CONNPAC ROSTER UPDATE: Cindy Sullivan, UCONN PD, distributed a CONNPAC roster update form to be completed and faxed to her at 960-486-2430. DC Bouchard inquired on ability to complete information electronically via website or email.
