VIDEO:
Linda Carlin will follow up with Ray Bouchard regarding making the updated video and copies for the PAC. There is only one video clip left to do before the edits for the new videotape. Ray Bouchard reported that once the National Accreditation Video is done, work could begin on the State Accreditation video. The videos could possible be done by the September meeting.
NEW BUSINESS
UPCOMING MEETINGS:
Ray Bouchard discussed that the PAC meetings will be suspended for the summer but gave a list of all the future meeting dates of the PAC. They will all be held at 9:30 am at the State Police Academy in the Conference Room on the first floor on the following dates:
9/8/04; 10/13/04; 11/10/04; 12/8/04; 1/12/05; 2/9/05; 3/9/05; 4/13/05; 5/11/05; 6/8/05
BUFFALO CONFERENCE:
There were no items or issues to be presented by PAC members attending the conference in July in Buffalo, New York.
The Connecticut State Police, Enfield Police and the Berlin Police departments will all be going before the Commission for reaccreditations at the Buffalo Conference.
Ray Bouchard reported that the CALEA Task Force is still meeting to discuss either a revised 4th edition or a 5th edition.
CALEA STANDARD ON DEALING WITH PERSONS WITH MENTAL ILLNESS
There was a request for any policies that PAC members have dealing with mental illness. Linda Carlin reported she just finished doing a policy on mental illness and will forward to the University of Connecticut Police, Berlin Police and the State Capital Police.
STATE ACCREDITATION
Ray Bouchard reported that one of the goals for State Accreditation under the Byrne Grant was to recruit at least 5 agencies into the State Accreditation process. At this time, this goal has been met, as there are 9 agencies interested in the process. There are approximately 170 law enforcement agencies in the State of Connecticut.State Accreditation brochures are currently being printed up and they will be mailed out in July. There will be a meeting of the Standards Review and Interpretation Committee on 6/24 to add commentary to the State Accreditation standards. There will be an additional standard added to the Liability Tier that CALEA requested for the alliance, which will deal with the written directive system. Any revisions of the state accreditation standards will be done through the mail.
- There will training in September on the State Accreditation for Chiefs, which will be approximately 4-5 hours, and those personnel interested in being Accreditation Managers and State Accreditation Assessors. A letter was sent to those individuals who expressed an interest in being Assessors in the past, but anyone else who may be interested in asked to contact Ray Bouchard at his email: Raymond.Bouchard@po.state.ct.us
CALEA is in the process of reviewing a West Hartford Based Educational State Program. Right now there are approximately 13 well-established State Accreditation programs.
There is also a review of the State process to match up files with those agencies that are CALEA accredited to be state accredited. There is no cost or fee for the State Accreditation process.
A request was made by one of the PAC agencies to put an email address and name of the accreditation manager on the contact form so they can follow up with information for the agency.
The State process does not hold to a contract time period like CALEA does for those agencies interested in the process.
