CALEA PAC Presidents Meeting: 11/29/00

CALEA has newly released video on the accreditation process. It was professionally produced by LETN. Cost is $25.00 (production cost was $52).

Assessor Training/Retraining:

CALEA has engaged a private firm to assist in the development of the tests as well as providing the necessary training to CALEA staff to present the material to the students.

Also when the tests are prepared they are being reviewed by experienced Team Leaders who have scored well on previous tests to insure the reliability of the test questions.

In response to the survey on the website staff stated that agencies attend the conferences for the following reasons:

83% - For information on process

75% - To network

72% - Provide a link to the Commission

Anticipated SRIC topics based on website reviews:

Emergency Phones – 81% stated that 81.2.2 should stay as currently written

Early Warning System – 81% negative response to this item, including 5 PACS

Use of Force – 84% responded positively to the suggested word changes in 1.3.2 (immediate to imminent and physical violence to remain injury)

Profiling – 58% of respondents stated there should be no standard

Commission Chadwell was present during this meeting. Commented that the topic of profiling is one that CALEA must face and better to be perceived as proactive than to have it shoved on our plate.

A fourth proposed standard was drafted on 11/30/00 and distributed. See attached.

Virginia experience:

The Virginia PAC had expanded to include agencies involved in the State process but not CALEA and as the paths became diverse the PAC found that they were out voted on issues. Finally split and formed a new PAC specifically for CALEA agencies. Speaker recommended care in developing PAC by-laws.

Internet communication:

Jim Rush spoke about a new bulletin board (?ideainterchange?) used to be www.communityzero.com/accrednet. Access is by invitation and interested persons signed up, once you’ve been invited you can invite others. Looking not only for readers but persons to ask and participate in active discussion.

Mock On-sites:

Staff feels that the mock on-site report is an integral component of the CALEA on-site. After discussion and as result of a letter filed on behalf on the AZ PAC they will no longer include the names of the mock assessors in the CALEA final report. Jim Brown stated that there is no requirement to provide the mock report and that agencies can decline to give to the CALEA on-site team…

Assessors – Like agencies:

Discussion on assessors from non-accredited agencies. Jim Brown stated that CALEA has cut back on these assessors but will not eliminate because some individuals have excellent credentials from academia/work experience or are attempting to pull their agencies into accreditation.
