MEETING MINUTES

Meeting called to order at 9:40am.

Old Business

State Accreditation: Deputy Chief Ray Bouchard reported on status of State Program. Full three tiers have been completed and will be forwarded to the CPCA for approval.  Assessor training is scheduled for October 15th at 8:30am in Room 2 at the Connecticut Police Academy in Meriden. Contact Deputy Chief Ray Bouchard, Enfield PD, to register for training if interested.  Additional assessors are being sought.

CALEA/State Accreditation Task Force: Deputy Chief Bouchard reports that the task force is still completing it's work and will meet again in October to finalize their report/recommendations which will be voted on at the Atlanta Conference in November. CALEA is changing their stance on "verbatim" issue and will allow State Programs whose standards meet the spirit and intent of the CALEA standards to be accepted and not require any changes, if the State's can show that their standards meet the spirit and intent of the CALEA Basic Certification standards and the State has agreed to enter alliance with CALEA, the agency would also receive CALEA certification, provided they are state accredited. The cost issue has not be addressed as yet.

"Cold Case Standard": PAC voted to recommend not adding any standard related to "cold case units", as current standards suffice.  If standard is sought, it should be optional for all agencies.

"Legal Authority To Carry Weapons" commentary: PAC voted to recommend not adding any commentary language to this standard.

Montreal Conference: Attendees reported on conference. Enjoyable conference. Dr Lee presented and was very good and well attended.

From PAC Presidents Meeting: All new assessors must have CEO approval before being approved as assessors. 19.2% of all police in US are now working for accredited departments.  New procedures are being put in place for the commission hearings for the actual agency reviews. A standard protocol will be set up and the morning meeting for agencies prior to the review committee hearings will be more important.
