Purposes & Responsibilities The Norwalk Fair Rent Commission is a city commission that has the power to decide whether a rent increase or the rent charged to a tenant is unfairly high. The commission has 14 members. It is empowered by state and local law to address the rent paid by an individual tenant who files a complaint regarding the amount of rent or rental increase for the apartment occupied by that tenant.
